Abstract

Digital transformation has become a defining force shaping economic development, governance structures, and social relations in the 21st century. While it offers unprecedented opportunities for productivity growth, innovation, and global connectivity, its benefits remain unevenly distributed across regions, sectors, and populations. This paper critically examines the relationship between digital transformation and inclusive growth, arguing that technological advancement alone is insufficient to
deliver equitable and sustainable development outcomes. Drawing on interdisciplinary literature, the study integrates insights from digital
transformation theory, institutional theory, and inclusive growth frameworks to analyze how governance mediates the impact of digitalization. It identifies key structural challenges, including the
digital divide, governance fragmentation, cybersecurity risks, and market concentration, and highlights tensions between innovation and regulation, efficiency and equity, and centralization and participation. Through critical analysis and global case insights, the paper proposes a framework for sustainable digital governance that emphasizes institutional coherence, participatory policymaking, adaptive regulation, and social inclusion. The study contributes to the literature by moving beyond techno-optimistic narratives and offering a nuanced, policy-oriented perspective on how digital transformation can be aligned with inclusive growth objectives in a dynamic global economy.
